Photos from the outing show the group arriving and leaving the popular Japanese restaurant. Swift's stylish look included a striking **Stella McCartney** oversized wool blazer, a $5,500 statement piece.

This sighting comes hot on the heels of Swift's record-breaking Eras Tour, which grossed over **$2 billion**, and her win of **10 Billboard Music Awards**!

# NYPD Shakeup: New Leadership Takes Charge

Following the recent resignation of former Chief Jeffrey Maddrey amid a sexual misconduct investigation, NYPD Commissioner Jessica Tisch has announced key leadership changes.  This reshuffle impacts some of the highest-ranking uniformed officers within the department.

## Key Appointments:

* **Chief of Department:** John Chell, a 30-year veteran, takes the helm, the highest-ranking uniformed position in the NYPD.  He previously served as Chief of Patrol.
* **Chief of Patrol:** Philip Rivera, a 29-year veteran and former Chief of Transportation, steps into Chell's previous role.
* **Chief of Internal Affairs:** Edward Thompson, with almost 40 years of service, assumes this crucial position overseeing internal investigations.

Commissioner Tisch stated that these appointments will help the NYPD continue to improve safety and quality of life in NYC neighborhoods. She also emphasized maintaining honor, integrity and strengthening partnerships between the police and the community.

## Maddrey's Resignation and Investigation:

The leadership changes follow the controversial resignation of former Chief Jeffrey Maddrey on December 20th.  His departure came one day before Lt. Quathisha Epps filed a sexual harassment complaint against him with the EEOC. Maddrey denies these allegations, claiming the relationship with Epps was consensual.  The NYPD, the city's Department of Investigation, and the District Attorney's office are currently investigating the matter.

Tommy Onfolo, celebrating his eighth consecutive New Year's Eve in Times Square, wasn't fazed by the rain, stating, "There's no other place to be than on Times Square on New Year's — especially when the confetti falls!" A group of friends from Japan echoed his sentiment, declaring, "We're ready for anything!"

The event also saw numerous vendors selling New Year's merchandise.  One vendor, a 15-year-old boy named Bladimir and his mother, revealed they sourced their goods from a factory in Brooklyn, showcasing the entrepreneurial spirit of the occasion.

A family from Michigan had been waiting since 11 a.m., while a mother and daughter from Florida were surprised by the milder-than-expected temperatures. # NYC Congestion Pricing: A Legal Battle

New York City's controversial congestion pricing plan, set to launch in January 2025, is facing a legal challenge. A federal judge issued a partial ruling, creating differing interpretations between New York and New Jersey.

## The Judge's Decision

U.S. District Court Judge Leo M. Gordon found that New York had mostly fulfilled the necessary steps to implement the toll on drivers entering Manhattan's central area. However, he requested the Federal Highway Administration (FHWA) to review and explain certain aspects of the program.

New York Governor Kathy Hochul and the Metropolitan Transportation Authority (MTA) declared victory, stating the program would proceed as planned.  MTA Chair Janno Lieber expressed gratification with the court's decision, emphasizing that the ruling does not impede the January 5th launch.

## The Future of Congestion Pricing

The FHWA has until January 17, 2025, to provide its feedback.  The plan, approved by the MTA last month, involves video-enforced tolls on gantries surrounding Manhattan's core.  The initial toll is expected to be around $9, with a phased increase to a higher amount by 2031. President-elect Trump has voiced his intention to eliminate the program upon taking office. The legal uncertainty surrounding the implementation timeline remains a key factor.

# NYC Subway Attack: Man Pushed onto Tracks, Survives

Another shocking incident unfolded in Manhattan's Chelsea neighborhood on Tuesday. A man was pushed onto the subway tracks at the 18th Street station, just as a train was entering.  Miraculously, he survived with injuries to his leg and head and is currently in stable condition at Bellevue hospital.

**The incident:** The attack, captured on video, involved a suspect who approached the victim from behind and shoved him onto the tracks. Police have a person of interest in custody but haven't filed charges yet.  The southbound line was shut down for about an hour for rescue and investigation.

**Recent Subway Violence:** This incident follows a horrifying case earlier this month where a woman was set on fire on a subway train, resulting in her death. The suspect in that case, Sebastián Zapeta, has been charged with first-degree murder.

**Subway Safety Concerns:** While overall crime in the subways has decreased this year, incidents like these raise serious concerns about passenger safety. Despite overall comparability to city-wide safety statistics, the increase in killings from 5 to 9 in the subways this year, according to police figures, highlights the urgency of addressing these issues.

This is not an isolated incident. A similar incident resulting in a fatality happened in March in East Harlem.

# Horrific NYC Subway Murder: Woman Set Ablaze, Suspect Indicted

**A 57-year-old woman, Debrina Kawam, was tragically killed after being set on fire on a Brooklyn subway train on December 22nd.**  The attack, described as horrific by authorities, has shocked the city and raised serious concerns about subway safety.

## The Crime

Sebastian Zapeta, 33, has been indicted on murder and arson charges.  He allegedly used a lighter to ignite Ms. Kawam while she was asleep on the train, then fanned the flames.  **Authorities believe the attack was random, as there was no prior interaction between the victim and the suspect.**

It took over a week to identify Ms. Kawam's body due to the severity of the burns.  Mayor Eric Adams stated that she had recently stayed at a city homeless shelter, highlighting concerns about the vulnerability of the homeless population.  **False information and AI-generated images circulated online in the aftermath of the incident, adding another layer of complexity to the case.**

## The Suspect

Zapeta, originally from Guatemala, was deported from the US in 2018 and illegally re-entered the country. He claims to have no memory of the incident but has been identified in photos and videos of the crime.  He is due back in court on January 7th.

This incident, while not indicative of an overall increase in subway crime, has reignited debates about safety on New York City's vast transit system.  A separate incident, where a man was pushed onto the tracks in Manhattan shortly after the press conference, further emphasizes these anxieties.
